PHLEGM v6 CHR Semantic Remap / OCR Checkpoint

This historical checkpoint introduced the semantic recognition/remap primitives and data-driven layout profiles that remain in v6. Its original standalone `CHR OCR ... -> layout` runtime workflow has since been superseded.

Current contract (2026-1002):
- OCR/remap is file-to-file only and is exposed under the top-level CHR File Tools branch.
- Source BIN and Reference BIN are selected independently and must be different loose `.bin` files.
- OCR recognition occurs in memory during `CHR REMAP CREATE`; it does not emit a reusable layout artifact.
- `CHR REMAP CREATE <new-third.bin>` creates a new third CHR BIN and refuses to overwrite either input or an existing output.
- The active machine Memory / Program CHR state is neither read nor modified by OCR/remap.
- Machine-facing `CHR LOAD` and `CHR SAVE` remain separate explicit operations for loading into and pulling from the active machine-defined CHR location.
- Passive graphics/audio tracking and accumulated media-ripping logic remain absent.

Retained semantic infrastructure:
- Layout profiles under `cfg/chr/layouts/`.
- Full 256-cell uint8 ASCII/CP437-style semantic repertoire.
- PET character-ROM screen-code profiles.
- Canonical-identity remapping rather than destination-cell-number matching.
- Color-depth-aware glyph copy/conversion and missing-glyph restyling.
- OCR bitmap comparison used only to identify a source glyph against the independently selected labeled reference BIN.

See `PHLEGM-v6-CHR-File-Tools-Session-Confirm-2026-1002.txt` for the current user-facing workflow.
